Report on the topic: ICT – Labor Force Assessment Report (December, 2020)

The Economic Chamber of Information and Communication Technologies – MASIT held an info-session to present the findings of the analysis for the needs of the ICT industry for a skilled workforce as one of the biggest challenges for maintaining competitiveness and increasing growth. The info session was organized together with the USAID Regional Project for Economic Development, Management and Enterprise Development (EDGE) and the Partnership for Better Business Regulation Project, implemented by Epi Center in partnership with the Economic Chamber of Macedonia, Chamber of Commerce for Information and Communication Technologies – MASIT, Chamber of Commerce of Northwest Macedonia and Association of Chambers of Commerce.The conclusions and recommendations from the analysis, as well as the direct proposals from the business sector from today’s online info-session will be submitted to the competent authorities through the Public-Private Dialogue Platform to create measures that will address these shortcomings. Manual for implementation of the law on personal data protection (September, 2020)

The Law on Personal Data Protection entered into force on 25.2.2020, and through the manual the companies have the opportunity to get acquainted with the practical implementation of the obligations that are part of the Law on Personal Data Protection based on European practices. The law determines in which cases personal data can be processed and which principles must be observed in that process and also promotes the obligation of accountability, ie the obligation of companies to be able to prove their compliance with the law. Study on the effects on labor relations caused by the KOVID-19 pandemic with proposals for overcoming the consequences (May, 2020)

The purpose of the study is to analyze the consequences that the COVID-19 pandemic is causing on the labor market and the labor relations, including the legal regulations of various kinds prescribed as mandatory or recommended by the government and the World Health Organization, more precisely their application. The labor process and the labor market function in emergency conditions, temporary regulations, partially suspended regulations, and crisis/anti-crisis measures. The conclusion is definite that the application of measures to deal with COVID- 19 caused changes in the organization of the labor process in the companies in terms of its organization and functioning during emergency conditions and affect the labor market in general. This study was prepared by Mariana Andric, in cooperation with the Public-Private Dialogue Platform consisting of the Economic Chamber of Macedonia, the Economic Chamber of Information and Communication Technologies – MASIT, the Economic Chamber of Northwest Macedonia and the Union of Chambers of Commerce of Macedonia. Reforms for better business climate for successful functioning and growth of the ICT industry (March, 2020)

The purpose of this research is to analyze the legal framework and state policies that have an impact on competitiveness and working conditions in the ICT industry as well as to determine the areas where by changing the regulations can improve working conditions and provide a climate for better functioning of this industry. This research presents the current situation in the Macedonian ICT industry, and then explains the comparative experiences of the countries in the region in terms of using public finance policy in order to stimulate and support the ICT industry, based on those experiences in the end. Specific measures will be offered, the implementation of which would be beneficial for Macedonian companies and for the entire ICT industry in general. The analysis focuses on the legal framework and comparative experiences and does not aim at a quantitative analysis of the effects of the proposed measures. Such research will be necessary in the future, but it requires a different econometric approach that is beyond the focus of this research.
